A new amnesty program is underway in Texas for drivers
who have had their license suspended for failure to pay
state mandated surcharges. This onetime payment
amnesty will be available from January 17 to April 17,
2011. The Texas Department of Public Safety will work
with drivers by offering lower payment plans. This is an
opportunity for these drivers to once again become
licensed and insurance.
Take Notice:
SR22 insurance Texas has increased its liability
requirements for mandated drivers. As of January 1,
2011 acceptable liability limits are 30,000 for injury to
one person and $60,000 total for any one accident and
$25,000 for property damage (30/60/25), or as an
alternative one combined single liability limit of $85,000.
Prior the required limits were 25/50/25 or 50 single limit.
Rate Trends:
The new basic liability limits increase and the amnesty
program for drivers with a suspended license is going to
spur a lot of car insurance quoting and sales. More
drivers insured with higher liability limits will have a
reducing impact overall long-term for rates. Drivers not
accustomed to carrying the higher limits will experience
an increase in the short run. Time to shop around!

TexasSure Vehicle Insurance Verification
What Is Vehicle Insurance Verification?
TexasSure, the vehicle insurance verification program, came about when the Texas Legislature directed the Texas
Departments of Insurance, Public Safety, Motor Vehicles, and Information Resources to develop a system to reduce
the number of uninsured motorists. Working together, the agencies have compiled a database that connects every
registered vehicle in the state by its license plate, vehicle identification number (VIN), and liability insurance policy.
That means that law enforcement officers and tax assessor-collectors can immediately access the database and verify
if you are driving without insurance.
In Texas, 20% of the vehicles on our roads have no insurance coverage. That’s 1 in every 5 cars and trucks. Law-
abiding Texans are paying an estimated $1 billion annually in optional insurance coverage to protect themselves
against uninsured and underinsured motorists.
Got insurance? Great, you’re good to go and there’s nothing else you need to do.
Driving without insurance? The TexasSure program will put an end to the days of uninsured motorists, drivers dropping
coverage after receiving a valid insurance card, and fraudulent insurance cards. So, get insured!
What are the minimum limits for auto liability insurance?
As of April 1, 2008, Texas law, under Transportation Code §601.072, requires minimum coverage of $25,000 per
injured person, up to a total of $50,000 for everyone injured in an accident, and $25,000 for property damage. This
basic coverage is called 25/50/25 coverage. These limits will increase to 30/60/25 on January 1, 2011. Back

Two Years Into Auto Insurance Verification Program, Number of Uninsured Vehicles Shows Decline

AUSTIN - Since the launch of the TexasSure auto insurance verification program two years ago, the number of
uninsured vehicles on Texas roads shows signs of decline.
The TexasSure electronic database has been available to all 254 County Tax Assessor-Collectors since June 2008
and to Texas law enforcement since October 2008. Soon after its launch, the database showed that statewide, 24.28
percent of Texas registered vehicles could not be matched to an insurance policy. By June 2010, the number of
unmatched registered vehicles had declined to 21.65 percent. (County-level breakdowns are attached.)
The database, which provides law enforcement with another tool to confirm whether a Texas registered vehicle has
valid auto liability insurance, is able to match over 99 percent of all reported auto insurance policies to a registered
vehicle. TexasSure routinely contacts those insured customers who can’t be matched.
Because TexasSure is able to identify registered vehicles that are properly insured, the program is also able to identify
Texas registered vehicles that appear to be uninsured. Officials for TexasSure recently began contacting individuals
with Texas registered vehicles that appear to be uninsured. Mailing of the one-page letters, in both English and
Spanish, began mid-June 2010.
There are a few valid reasons that a registered vehicle may not be insured, which include:
- The vehicle is out of service due to an extended repair or to owner’s active military service.
- The type of vehicle and/or vehicle registration class does not require auto liability insurance, such as vehicles
registered in the antique classification.
TexasSure Uninsured Notices are only sent to the owners of registered vehicles that require auto liability insurance.
Customers are provided with the vehicle registration information on file and specific guidance to resolve the issue and
provide information to TexasSure. Customers may respond by mail, phone, or online through the TexasSure website.
Are you driving without insurance? First time offenders are subject to a fine of up to $350, plus court costs, and may be
assessed additional fees as authorized by Texas Transportation Code Chapter 708. Repeat offenders are also subject
to a two-year driver license suspension.
